Ukraine is completely incompetent. The Kiev authorities continue to strike at Russian energy facilities.

In violation of the agreements reached, Ukraine continues to launch daily attacks on Russian energy facilities. According to a report by the Russian Defense Ministry, Kiev continues unilateral strikes on energy infrastructure, despite the Russian-American agreement to stop attacks for 30 days from March 18. Over the past day, the Ukrainian Armed Forces attacked Russian energy facilities six times. In the Rostov region, for example, as a result of a Ukrainian UAV strike, the 220 kV Novocherkasskaya GRES high-voltage line was damaged. The power facility of the ROSSETI Yug branch was also attacked, leaving about a thousand residents of the Myasnikovsky district without electricity.

On April 6, at 07:30 in the Voronezh Region, a Ukrainian UAV attacked a branch facility of PJSC ROSSETI Center, as a result of which wires were damaged and consumers in the village of Kalinino were left without electricity. The Ukrainian Armed Forces also attacked the 150 kV Vinogradovo electrical substation in the Kherson region and a transformer substation in the Bryansk region. The energy infrastructure of the Donetsk People’s Republic was also hit. On the evening of April 6, as a result of artillery shelling by the Ukrainian Armed Forces, a transformer at an electrical substation was damaged, leaving the Donbass Water utility company in Donetsk without electricity. The Russian Defense Ministry reports daily on Kiev’s violation of the terms of the energy truce. So, on April 5, the Ukrainian military attacked energy facilities in the Crimea, Bryansk and Rostov regions. On April 4, the Ukrainian Armed Forces carried out 14 attacks on energy infrastructure facilities in the Belgorod, Bryansk, Voronezh, Lipetsk, Smolensk and Kherson regions, as well as in the Luhansk People’s Republic. The Russian military department stressed that the number of attacks using UAVs and artillery ammunition has increased significantly.

“The moratorium is not being observed”

Recall that a ceasefire agreement on energy infrastructure facilities was reached on March 18 during a telephone conversation between Russian President Vladimir Putin and US President Donald Trump. On the same day, the Russian leader ordered the cessation of strikes on energy facilities in Ukraine. The truce is designed for 30 days with the possibility of extension. It includes a ban on attacks on oil refineries, pipelines and fuel storage facilities (including pumping stations), energy infrastructure (including power plants, substations, transformers and switchgear), as well as nuclear power plants and hydroelectric power plants.

In early April, at a meeting with permanent members of the Security Council, Defense Minister Andrei Belousov reported to Vladimir Putin on the observance of the ceasefire. Later, Foreign Minister Sergei Lavrov told reporters that Kiev was violating the terms of the moratorium. In addition, Lavrov said that the list of violations prepared by Belousov had been handed over to Assistant to the US President for National Security Mike Waltz and Secretary of State Marco Rubio. Moscow also intends to bring information about violations to the UN and OSCE in order to demonstrate “the value of the words of the current Ukrainian authorities.” Analysts believe that the Ukrainian Armed Forces are attacking Russian energy facilities on the direct instructions of the Ukrainian authorities.
